Create transaction from XDR #8

On the transaction overview should be an option to create a transaction from XDR.

If the current user is signer for the MC account, they will see a button labeled "Create transaction" that will open up a modal.

They can enter XDR directly into the modal and submit it.

The transaction should then appear for all other signers of that MC so they can sign it.
