[FEATURE]: CSM PowerMax - Multi-Availability Zone (AZ) support with multiple storage systems - dedicated storage systems in each AZ

Describe the solution you'd like
As a Kubernetes admin, I'd like to use a storage class that isn't tied to specific storage systems, but is intelligent enough to provision against the correct storage system in each associated AZ

While the PowerMax CSI drivers support topology, the storage classes are still aligned to specific PowerMax arrays. This feature request is to allow for a single storage class to address a pool of PowerMaxes where the proper PowerMax is provisioned against using the topology information where each AZ has its own PowerMax storage systems.
