Creation of vagov-content page and registry.json entry #20

Current app generator behavior:

creates a pages/app-name.md in vagov-content repo

It seems it should not be doing this, and instead should:

add an entry to https://github.com/department-of-veterans-affairs/vets-website/blob/master/src/applications/registry.json

may have been resolved by Update application registry #18 and it was waiting to be published https://www.npmjs.com/package/@department-of-veterans-affairs/generator-vets-website
that PR doesn't seem to have altered pages/app-name.md creation?
