BUG: Template formatting - Nested links inside block quotes do not render correctly

Description

We advertise that a client can use markdown to render a bested link in a block quote. This feature foes not work.

• Ticket is understood, and QA has been contacted (if the ticket has a QA label).
• This work is added to the sprint review slide deck (key win bullet point and demo slide)

Steps to Reproduce

1. Use template_id 86820037-1374-4072-9f9f-e74f235170a1 in the DEV VANotify service to send yourself an email
2. Observe that the received email is not nesting the line that is supposed to be nested.

None

Impact/Urgency

High - user facing bug

Expected Behavior

• When I send an email using a template that contains the markdown for a nested line in a blockquote, the received email correctly nests that line.
• No other markdown is affected by my code changes

QA Considerations

• Beat it up. Note that nested lines outside of blockquotes are note advertised as a feature, so do not count.
