UX called out a few visual issues related to header

  • increase padding for menu items on mobile - padding: 16px instead of 12px
  • arp-container - add padding back to the body on desktop
  • update user profile icon to 22x22 instead of 16x16 on mobile
  • update alignment of account dropdown box, see image

Processing banner - make sure status updates to processing when user accepts a request

Other issues
Submit Decision button should show Submit decision
Remove margin bottom from 3 column row on POA Details Page
