Right now, there is an Overlay/Popover for the aggregate values in the BudgetSimulation that when you click on certain rows, it gives the number of people in the population lacking that ability. To help improve the functionality and look of the page, we should do the following:
When we click on one of the rows, not only does it give the information above, but it also highlights anybody in the sample population that fits the selected attributes.
Right now the overlay is in a separate column so that it is always on, however, this looks tacky as the page gets resized (see image)
, so just fixing it so that it appears like the Popover is always attached to the table.
