Include translation rights for observer belonging to organisations #3356

Motivation

Currently, users (observers) cannot translate, even though they are assigned to an organization or have a page-based permission as an editor. However, since editors can currently translate, the same rights would also make sense for observers in organizations or in pages where they have the same rights as editors.

Proposed Solution

Translations rights for users with the role observer, who belong to an organisation (and a page is assigned to the organisation) or are set up as Redakteur on a specific page, should be included for those pages.

Alternatives

Either users in the role of observer aren't allowed to translate, even if they belong to an organisation or have the role of editor OR
if an user should be able to translate they can not have the role observer.

User Story

As an administrator of a municipality I want to be able to outsource translations for specific pages without having to give overall publish rights to the user in order to make my workflow more efficient.
