Create a scenario test checking anonymous access to Maestro

Continuation of #4391 where we should put a test in place that will try if a sample endpoint(s) is inaccessible without authentication.

Goal

• Add a scenario test that will send an unauthenticated request to Maestro API and verify it returns 401
  Note: It can use the PcsApiFactory.GetAnonymous
