Development of a service requirement probe.

Allow a service to provide a probe that the monitor will send to the cybernode to test whether the cybernode's environment meets the requirements of the service. This extends the exiting capabilities of Rio's platform capability matching, but allows the service to define additional criteria, and also frees up the configuration environment where all possible platform capabilities be known and configured a priori at the cybernode.
