"start" command opens a new powershell window outside of the screen in some cases #1

Steps to reproduce:

  1. Have a 2+ display setup
  2. Open a new cmd or powershell session
  3. Execute command "start powershell" (or "start-process powershell" in powershell session)

Expected result:
New powershell window opens on main display
ER

Actual Result:
New powershell window opens rigth below main display and can be inaccessible if secondary display isn't below too (left, right or above)
