Describe process for archiving a repository

Description

There are a few steps involved in archiving a project, and some of them must take place in a particular order. Let's document this process.

• When archiving a repo we shall also remove it from https://eiffel-community.github.io/community.html
• Before archiving a repo it shall be announced on community mailllist and on Slack that we intend to archive it, to make sure no one in the community has any concerns. The communication shall be posted 1 month before archiving it.

Revised process for informing about a repo being archived:

1. Create ticket in the repo to be archived. See This repo should be archived eiffel-store#10 for an example
2. Send mail to maintainers google group, with the following contents (as decided in TC on Feb 27):

Hi maintainers!

We would like to make you aware we have created a ticket in your repository eiffel-community/eiffel-store#10 on archiving it. Please use this ticket for further communication on this topic.
