Test Environment and PreCondtion:

Devstack deployed Openstack environment

Detailed Test Steps:

1. Boot one VM
2. Try to delete the VM during the VM in building (spawning) state

Actual Result:

VM delete hangs there and could not proceed

Expected Result:

If we don't allow delete operation when the VM is no building (spawning) state, it should prevent such operation. If this operation is permitted, it should succeed within certain interval.
