Label on Edit Image page is wrong for Language = Chinese #3

Navigate to Admin->Images->Edit Image.
The follow label is wrong. It should use 'update image' instead of 'upload image':

Reference: The same page for Language = English/Japanese. The corresponding labels are all 'update image'
