Is that fair of this reward distribution model? particularly concerning the direct benefit to users who participate in the voting process.
Suggested Solution:
I propose opening a discussion on revising the EOSIO system contract to redirect a portion of the voting rewards from block producers directly to users.
Conclusion:
I think changing how rewards are given so that users also get rewards can make more people actively participate. This would make the EOSIO community stronger

Why should people stake their tokens on EOS? Right now, there are a couple of big issues:
They don't have any rewards.
They get very limited CPU/NET resources because 99% all of it goes to Powerup.
Only about 20% of users do the staking on EOS which is very close the active threshold (16%). When you look at other networks like WAX and Telos, they have 40% and 35% of users staking
Background:
The EOSIO system contract currently distributes voting rewards to block producers as part of its incentive mechanism.
