All elections totals table: Explore creating a combination sortable field for state and district in the API

What we're after:
For the new all elections totals tables, which will ideally include a sortable state and district column, we need to support this functionality in the API. To do that, we need to explore creating a combined sortable field for BOTH state and district.

• Should look like: "Alabama - 01"
• We should be able to sort by state and/or district.
• This a new filter
• Endpoint: https://api.open.fec.gov/v1/candidates/totals/by_office/?api_key=DEMO_KEY&office=S&election_year=2022&is_active_candidate=true&per_page=20&sort_null_only=false&sort_hide_null=false&sort_nulls_last=false&page=1

Completion criteria:

• Document research for future use
• If unable to implement, meet with design about possible next steps, open follow-up ticket to explore alternatives
