would it be possible to add a block that sends a message when redstone power is applied? This would allow for two way communication between a application and a redstone contraption, allowing for things like remote base automation.

It would definitely be possible to add such a block. I'm kinda imagining a full-blown logic editor, like "if this block gets powered with this power level, power this block/these blocks/groups with the same level". Just connect a few nodes here and there and you're good to go.
