Existing script tools/tuf/releaser.sh should be copied (in case we need to push to the old TUF) and modified to pull and push to R2/Cloudflare (using rclone instead of aws s3 which seems is not reliable with R2/Cloudflare). We also need to modify to push in two stages, first to staging (https://updates-staging.fleetdm.com) then to production (https://updates.fleetdm.com).

We will need these changes to release next version of fleetd 1.39.0.
