I got wrapped around the axle trying to figure out why the OE built in grub config does what it does. Turns out that's not the culprit here though.
This was caused by the janky firmware on my test platform (DC53427HYE NUC). Further investigation found that the grub terminal config for the serial device caused this, or at least removing that bit of the config got us to the grub menu. Trying to boot tboot from there falls flat but that's another issue. BIOS boots fine.

boots to grub and reports an error:
"error: no such device: ()/EFI/BOOT/grub.cfg.
Looks like prefix is set to something invalid?
