For pkgbase we have discussed having a feature called groups, which are essentially: soft deps (i.e. they can be removed and will not be dragged in again).
Also need to handle pkgs removed from the group, should be deinstalled. i.e. rcmds was removed from 12.
Things that should be moved out into their own pkgs when this item is done:
libexec/rc/Makefile
libexec/rc/rc.d/Makefile

Is anyone working on this now that official PkgBase repositories for FreeBSD 14.0 are available? The ability to address different parts of the base system and all base packages vs the others would be very useful. Right now there is nothing better than going by other meta data that was never meant to track this and hoping that it matches neither too few nor too many packages.
