Country node data quality requirements

Some nodes, for example Colombia, have different data quality requirements than the general GBIF requirements. To make publishers aware, consider:

• consulting the nodes community to get an overview of which countries or other participant nodes have different requirements
• investigate whether that information should go in tech docs (in favour of this) or in the master terms table as a filter (properly to difficult to maintain)
