Paper icon theme has all gear icons in YaST.

Here is how YaST looks in the Elementary XFCE Dark Icon Theme Budgie Static.

The Paper icon pack comes pre-installed. It's on the live ISO and it installs by default during system installation. It's installed at these locations:

/usr/share/icons/Paper
/usr/share/doc/packages/paper-icon-theme

Ah, sorry about that. It looks like the Paper icon pack was pre-installed by mistake. It's definitely not recommended, as it doesn't support most icon needs in Budgie or in YaST.
