Enlarging flagged region too slow

Enlarging the region of flagged data points around existing flagged points by defining a wedge around each point in the uv plane (parameters radrange and angle) takes too long. This should be done per gridded cell in method histoclip already instead of per flagged data point. I any case this needs to be accelerated.
