add setting that yield time gets absorbed and discarded by chair

Total Time = the total amount of time each speaker is allocated

timer pauses between speakers
yield time gets discarded and doesn't get added back to total time
total number speakers = quotient
ex. 10 min total 1 min speaking time
- Speaker 1 speaks for 30 sec
- Speaker 2 starts 10 secs after Speaker 1
- Total time is at 9 min left
