Block users from using the bot

I haven't experienced spam feedbacks or some sort of abuse. Yet, thought it would be nice feature.

Feedbacks don't show the user id, as it used to before. A new command /block can be introduced, and admins can use it by replying the feedback message.

Same or another command should also provide an option to block from a given user id.
