Problem

Add the functionality to poll for block files.

Solution

Following the HIP-1056 design:

  • Add the StreamPoller and BlockStreamPoller
  • Add StreamFileProvider tests for block files.
    • Add tests for GCP/S3 to poll for and download block files.
