1. What was expected to happen?
   Delegates earn extra coins every hour, when they are active or atleast in chat

2. What actually happened?
   Delegates earn extra coins every hour, both when active and when NOT in chat

3. What could have caused this? (optional but helpful)

4. Additional information:
   I'm currently using the toolkit delegates with the "viewers HAVE to gift delegate coins" option turned off. Delegates gain coins every hour, but it seems to award them when they are not even in the channel. I had delegates returning the next day with 100k+ coins. Now I am not aware if this is a intended feature or not.

At the moment it is intended in this way. I am converting this into a feature request instead.
