[REQUEST] Add delegate-settings to !modsettings #43

How does your idea work?
!modsettings now also outputs if delegates are on or off
How is this different from what already exists?
it takes digging into the config to find it out, it'd cut my supporttime in half in 50% of the cases.
Why is this needed? What problem does this solve?
makes support easier
