Missing Phone Number Validation During Facility Creation

Current behavior

Phone number validation is not implemented during facility creation, allowing users to enter characters in the phone number field.

Expected behavior

Users should not be able to enter characters in the phone number field.

Steps to reproduce the issue

1. Navigate to the Facilities app.
2. Create a new facility.
3. Enter a phone number that includes characters.
