Picker Stuck on Completed Tab When No Orders Match Filter in Fulfillment App

Current behaviour

When the picker applies a filter in the Completed tab based on the selected carrier and method, and no orders match the given combination:

• The selection bar disappears.
• A message appears stating, "The particular facility does not have any completed orders right now."
• No orders are displayed, and the picker is unable to return to the previous state.
• Clicking the Completed tab does not reset the view to display other orders.
• The picker is stuck and must refresh the page to remove the selections.

Expected behaviour

When no orders match the applied filter in the Completed tab:

• A message should be displayed, but the picker should still be able to reset or clear the filters.
• The picker should not require a page refresh to continue.

Steps to reproduce the issue

1. Log in to the Fulfillment App as a picker.
2. Navigate to the Completed tab.
3. Apply a filter based on a carrier and method combination that does not match any orders.
4. Observe the following:

• The selection bar disappears.
• A message stating, "Facility does not have any completed orders right now," is displayed.
• No orders appear, and clicking the Completed tab does not reset the view.
• The picker must refresh the page to recover.
