Newly Created Users Not Visible on List Page Unless Searched

Current behavior

The user does not appear on the list page unless explicitly searched for.

Expected behavior

Newly created users should appear on the list page immediately after creation without needing to perform a search.

Steps to reproduce the issue

Create a new user.
Navigate to the user list page.
Observe that the newly created user is not visible.
Search for the newly created user using the search bar.
The user appears in the search results.
