Meta-annotations for private or group Wikis

Meta-annotations: A feature where you can highlight certain words, phrases or sentences web-wide.

E.G. Whenever the word "hypothesis" appears on a webpage it'll have an annotation attached to it which is the same on every webpage you visit. It would only need to highlight the first instance of the phrase of course.

This would be a feature that any individual or group can use as their own private dictionary, resource library or Wiki for the web.
