公钥位数问题

现在要求是公钥是130位，是在原来公钥前面加上04，但加上了后就无法运行了，怎样修改才能用130位的公钥加密，正常解密呢。
将130位的去掉开头的04就可以正常加解密了，但不能解其他服务器用130位公钥加密的密文。
