Feature description

When this is turned on, the panels and docked tool settings will never affect the size of the content (which in most application is a single viewport).

The basis for this request was to stop the content from moving when the size of a panel is adjusted, which felt distracting.

Why is it a preview?

While it may seem an obvious behavior, this feature may cause issues with certain applications, the ones we could think of and needs to be validate are the following:

• When creating a thumbnail or a saved view of a single viewport, the view will likely be larger than what is actually seen as the viewport extends underneath open panels.
• When using "Fit View" tool, it will use the full viewport to fit, which may hide content beneath the panels.
• When using a ContentControl that is NOT a viewport, (for example a table), some part of the content may be unreachable while panels or tool settings are present, (IE, having to close the right or bottom panel to reach the scrollbar would be annoying)

What then?

We would like the community to chime in on any issues they are facing when using this feature, and discuss how we can resolve these. We'd also like to know if there is a particular API that would be useful with this feature, additional options to be considererd, modified or additional behavior or any other ideas or opinions on the subject.
