when running DVImatrix848 in "non-fetch-state" mode, loading (via Ctrl-R, resp. ScrollLock+ScrollLock) a sparse emergency matrix (e.g. a matrix that only defines a single input->output route), all the other (still active) routes will appear as disabled.

It would be better to assume that the other routings don't have changed and leave them untouched.

probably this should only take effect in "non-fetch-state" mode.
