[Feature]: Option to require proper tool for a block to vein mine

What is the new feature or improvement?

I love this mod, and I think that it should have an option to require the correct tool to vein mine. For instance, you can currently vein mine trees with a pickaxe, which isn’t ideal or expected behaviour, in my opinion. That eliminates the need to also obtain an axe with the Vein Mining enchantment.

Note: I initially thought the ‘Require correct tool’ option in veinmining-server.toml would achieve this, but it turns out that this option merely prevents vein mining from working if the blocks aren’t harvestable with the current tool.
