WorkitemLinkController increase MaxSize of reference list

The WorkitemLinkController has a internal restriction to return only a reduced list of references. This list is currently set to 20.
In some cases this leads to a situation where the frontend components (e.g. chronical view) only show a subset of references.

We should cancel this restriction and set a new default value - e.g. 1000
