You say the decision you are informing is dog owners. I think that you need to clarify what dog owners (Seattle and new York city) and what time frame (new owners?).
I like how you call style when you measure popularity.
I think you just widened the people that make decisions here. Who cares about having the popular dog name? Is it everyone or just people about to name their dog? Pick then hone in on one, i.e. new Seattle dog owners. Where in Seattle would you talk to this audience to spread this info? Shelter? etc.
