As a whole, these are some pretty specific questions (which is good!) that also have some well-stated decision contexts. Your group is also well-positioned to answer these questions, with already previous-established relationships and an idea of where to look for data.

A potential idea for pilot testing is to test your data production/collection techniques (especially if you're scrapping Zillow). Also, data integration (e.g. city of seattle and Zillow data) will be challenging so playing with that could be another useful thing to do.

I'm not certain how much data about HFS exists or how much you need to create.
