Problem when migrating to version 9. <i18n> blocks don't work

Hi, if I set the legacy option to false, then translations from blocks don't work.

 const i18n = createI18n({
      locale: 'en',
      legacy: true // NOTE: If set to false, then translations from <i18n> blocks are not available. Why?
    })
