ELMAH SQL script on Azure #355

What steps will reproduce the problem?
1. Run ELMAH creation sql script on Azure
2. Try to use LogError proc

What is the expected output? What do you see instead?
Expected is an error being added to ELMAH log table. Instead you get an error 
about clustered index

Please provide any additional information below.
I fixed this by making the ErrorId as a clustered primary key
