Reason for the incomplete e737999 commit

The Optimism L1 & L2 latency check task is not yet complete.
I couldn't find an exact comment, but it appears that the rollup contracts have been stopped for the last 121,491 days.
I suspect that with the rollup being halted, the contracts have been blocked, making it impossible to find the L1 txHash of the L2 txHash.
Although I searched extensively, I couldn't find a clear explanation for this.
I've implemented a logic to find the L1 txHash from the Optimism txHash as much as possible, but I am closing the task without verification for now.
