Site layout with pages

Create a general site layout including menu, multiple pages, about page, etc. While the current format is perfectly functional, there has been some feedback that the website looks "half finished", or is not attractive to potential sponsors, perhaps implementing these sections and a less linear layout might help with that.

This is rather subjective and thus is related #33 which should allow any user to make changes to the eventual design.

This work should probably happen like this:

1. Understand the requirements of the stakeholders
2. Mockups and confirmation that we have a design that fits the requirements determined in 1.
3. Implement the design in the existing template system. If there is something very specific to Gudauri/Georgia forecast, then it should eventually be moved over to Customizeable page content and templates #33
