In the latest version of devel 940 if you have preconfigured a wifi with the app, you change it with the CLI in a reboot. At that moment it changes it, but it still keeps the old one you deleted. At the next reboot try to connect to the wifi deleted by CLI.
With the list command, lists the saved wifi, but if you delete it with delete it is deleted, but it remains in the old system, it is saved in the original config.
It can only be fixed with a clean, deleting everything.
