Python 2 reached end of life on Jan 1, 2020, so ideally we remove our build dependency on it. This would also simplify local development.
I think Python 2 is only used for building scratch. It looks like scratch-blocks has since added build support for Python 3, so hopefully it's as simple as upgrading kipr-scratch to a newer version of scratch-blocks.
After this is done, we can also switch our workflows back to using the latest version of Ubuntu (see #524)
