Is your feature request related to a problem? Please describe.

This is feature request can be categorized as enhancement, not exactly the problem solving here.

Describe the solution you'd like

Currently it requires user to set up the website documentation development environment on their local system.
This would be trouble, complexity, dependencies, for developers to start the documentation development to make contribution.
Once we provide the devcontainer, it would be much easier to start the development with using the same exact environment for all developers.
This would avoid the dependencies and possible platform problems for the doc development.

i am happy to, but cannot promise when. probably i can do that with my spare time.

I noticed we are using yarn any plans to migrate to pnpm or something?
