Scrolling text Right to Left in Kubeflow central Dashboard on top view

Question:

We want to print text in Kubeflow central Dashboard on top to show some important message when users logged in.

For example,

This is Development Environment - Your Project will be deleted end of the month.

This text should scroll in top of the Kubeflow central Dashboard UI.

I was able to point from where these dashboard is getting generated, however need some guidance on the js webpage.
