Make language not required on new text creation form and have language drop-down be hard-coded

Previously, the language drop-down was being populated dynamically and wasn't always populating. The configuration for the new text creation had listed language as required, so when the language wasn't selectable, the form would result in an error. I hardcoded the values for language and also made the language optional so this error should no longer be appearing.
