Duplicate games from export API

Steps to reproduce the bug

Use the export API from above to download games. This is also happening when using OpeningTree.

What did you expect to happen?

Only one copy of each pgn should be downloaded. When I use the Opening Explorer in a study, only 449 blitz/rapid rated games are shown since 01/01/2023.

What happened instead?

Lots of blitz games have been duplicated in the download. For example, search for my game against Roamil2020.

@lenguyenthanh Saw that the server was recently rebooted and contained this pull request. Unfortunately, it seems like the problem has only gotten worse... That same link now downloads ~2000 games, with 8 copies of my game against Roamil2020.

I tried your query and found no duplicates after merging #15916 locally.
