Add suggest and approve endpoints for the map

Migrate over the endpoints created in this PR from the upstream repo.

Also to be able to use these endpoints, we need to stand up the latest admin panel from the upstream repo in our flash api container.

I created a PR on flash-mobile that goes with this, merging the blink and flash map markers together

Making a webpage like map.blink.sv for business users to request to add their business to the flash map should be included in this line of work. Prob needs it own issue.
