Call and messages aren't working #200

Hi all, I have two problems :

When I try to send a message to someone, the receiver doesn't receive it (I know, it's dumb). It doesn't seem to send the message into the Database.
When I try to call someone, it rings for me but for the receiver, it doesn't.
If anyone has solutions, try them down below.
